SHANGHAI, JAN. 15. With reference to my telegram of Wednesday on the subject of the Han-kau-Canton Railway, Sheng has telegraphed to-day to the Chinese Minister at Washingtou requesting him to inform the State Department that China must insist on the maintenance of the American nationality of the undertaking in accordance with the terms of the contract, and declines to recognize the claim of the Belgians to control.

In reference' to certain riumours as to the action of Belgian shareholders in the Han-kan- Canton Bailway, I am asked to forward the follow- ing official contradiction :---

The Belgian shareholders in the American China Development Company, which is construct- ing the railway from Han-kau to Canton, have protested against the slowness with which the work progresses, and have demanded that this state of things should be remedied by those responsible. But it is absolutely false, as alleged by certain correspondents at Shanghai, that Belgian shareholders bave insisted upon a separa- tion of their interests, with a view of obtaining exclusive control for Belgium of the northern section of the line. What is true is that the Belgian shareholders have strongly opposed, and will continue to oppose, any policy which tends to prejudice the unity of the American China Developinent Company, and that they will con- tique to uso every effort in their power to bring about the prompt and complete success of the enterprise, and the due execution of the engage- ments which the company has undertaken.
